New beer sales rules
The following changes have been made to the laws governing alcohol sales in Vicksburg. The new laws do not apply to casinos or bars with resort status.
# Grocery stores and convenience stores may not sell beer and light wine between the hours of 2 a.m. and 7 a.m. Monday through Saturday and 2 a.m. and 11 a.m. on Sunday.
# People younger than 21 may not enter businesses serving alcohol.
# Groceries and convenience stores may not sell single beers or light wine from ice tubs or similar containers, other than a mechanical refrigeration unit.
# Brown-bagging, which is taking wine, liquor or beer into a bar or business, is illegal.
# Neighborhood bars or clubs within a residential zone must close by 10 p.m. Monday through Sunday, and not re-open until 7 a.m. Monday through Saturday and 1 p.m. on Sunday.

So according to way the second point reads, a family couldn’t take their kids to eat at a restaurant if that restaurant happened to serve beer? That’s kind of messed up.
I do love how the good Baptists team up with the casinos to help them stifle competition though. Classy, that.a
There was an article in the Vicksburg Post concerning that second point. That wasn't the intent of that line - it was just poorly writtent. The mayor was quoted as saying nobody would be arrested for taking their children to a resturuant that sells beer.
From what I've read and know about this situation - it was mainly aimed at cutting down on a lot of violence related to the Vicksburg club scene. It's basically aimed at the black citizens that go bar hopping then hang out at gas stations buying single cans of beer out of the little coolers near the front doors.
I guess they mean well - they want to cut down on alchohol related violence... but it seems a bit misguided. It's poorly written and if somebody wanted to they could push them on racism (although I'd bet some of the city council members that voted for the ban are black).

Yes the second point only means that minors can't enter a bar or liquor store (which they already couldn't?). One can still go to a restaurant that has a bar. The article was poorly explained/bulleted.
